The mall serves as the retail hub for both university communities plus the farming population in eastern Washington and northern Idaho Palouse country, including the residents of Colfax, Washington and Lewiston, Idaho. The Palouse has a non-student population base of approximately 108,000 people within a region consisting of approximately twenty square miles.
Further, the Palouse Mall represents an unique cooperation between private enterprise and the State of Idaho. The mall was developed by the late Earl McCarthy and is still owned by his family. It occupies state land owned by the University of Idaho. Mall owners pay rent to the University and property taxes are levied on the mall as if it were private property.
The mall was first constructed in 1976 with 96,000 square feet which included tenant's K-Mart, Pay N'Save Drug, and Rosauer's Super Markets, Inc. Subsequent development stages were in 1979 with the addition of 250,706 square feet of leasable space, and then a 3rd phase was completed in 1980 with an additional 37,294 square feet of space which included Ernest Home Center Store.
